Dr Nourzad, Assistant Professor at University of Tehran, presented his studies on public efficiency in the UN ESCAP Expert Group Meeting, March 7-8, 2019. The meeting was arranged by the United Nations Economic and Social Commission for Asia and the Pacific to share insights and discuss the chapters of the book ‘Infrastructure Financing for Sustainable Development in Asia and the Pacific'. The two infrastructure financing and economics officers at UNESCAP, Jyoti Bisbey and Alberto Isgut, are leading the task of authoring the book, which is anticipated to be released for the use of Asian and Pacific countries in the United Nations Headquarter in New York City in autumn 2019.
Dr. Nourzad collaborates with Ms. Jyoti Bisbey (the lead author) on developing the opening chapter titled ‘Enhancing the Efficiency of Infrastructure Projects to Improve Access to Finance'. The chapter highlights the importance of public efficiency. While there has been much discussion about the large infrastructure needs in Asia and the Pacific, less attention has been paid to public expenditure efficiency in infrastructure services delivery. The study illustrates that it is vital to have a life cycle approach to enhance the efficiency of infrastructure projects. The chapter explores different types of public efficiency and the necessity of a whole life-cycle approach.
