The book “Criticism and Review of Tehran's 86 Master Plan” by Dr.  Seyed Amir Mansouri, Associate Professor of the Department of Landscape Architecture at the University of Tehran, was published in 2016 by the Nazar Research Institute of Art, Architecture and Urban Planning.
The purpose of publishing this book is to draw attention to the fact that our backwardness in the city and architecture is not the product of ignorance, but the result of the authoritarianism and dogmatism of managers. Our society, as evidenced by what is stated in this book, has high scientific power. The point is that our city and architecture were not intended to be built by relying on the opinions of experts. Rather, taste, fashion, politics, money and hypocrisy, seasoned with power, have brought about today’s disasters. The famous statement that the Amir Kabir Academy of Arts was established before the Tokyo Polytechnic University, but could not bring Iran’s scientific and technical development to the level of Japan, is the result of the dominance of political will over expert opinion in people’s livelihoods and lives. This book is a document for the truth of this claim; without intending to deny or praise anyone, it attempts to shed light on this historical poverty of contemporary Iranian society, where sympathetic experts are placed on the margins and subordinate and paid experts are placed in the text, in two general chapters. At the same time, the content of the discussions is useful for managers, students and researchers of urban studies.
